Starting in the 2019 American Community Survey (ACS), the text for respondents to indicate whether or not they have coverage through VA health care reads “VA (enrolled for VA health care)” instead of “VA (including those who have ever used or enrolled for VA health care).” With the implementation of the Patient Protection and Affordable Care Act (ACA), veterans may have disenrolled from VA health care to qualify for subsidized marketplace coverage. This updated question wording reflects this possibility. With this change, all subtypes of health insurance coverage are measured at the time of interview.
The row labels in tables B27009, B27010, and C27009 that indicate coverage through “VA Health Care” are affected by this change in the definition of VA health care enrollment within the ACS survey.
