In 2015, the Census Bureau conducted a test to study the impact of softening the mandatory language in the mail materials for the American Community Survey. In the earlier study, all softened experimental treatments resulted in lower response rates. The purpose of this new study, the 2017 Mail Design Test, was to identify new changes to the mail materials that soften the language yet achieve higher response rates.
